R.E. GINNA NUCLEAR POWER PLANT - RESPONSE TO GENERIC LETTER 2006-01: STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS (TAC NO. MD0081)
Dear Mrs. Korsnick:
On January 20, 2006, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2006-01, Steam Generator [SG] Tube Integrity and Associated Technical Specifications
[TSs], (Agencywide Document Access and Management System (ADAMS) Accession No. ML060200385). This GL requested that addressees either submit a description of their program for ensuring SG tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity.
By letter dated February 15, 2006, R.E. Ginna Nuclear Power Plant, LLC, the licensee for R.E.
Ginna Nuclear Power Plant, submitted a response to GL 2006-01 (ADAMS Accession No. ML060540114). This response provided a regulatory commitment to submit a request to modify the SG portion of the TS. By application to the NRC dated May 1, 2006, the licensee requested changes to the TSs for R.E. Ginna Nuclear Power Plant to adopt the alternative TS requirements for ensuring SG tube integrity (ADAMS Accession No. ML061280549). The new TSs were modeled after Technical Specification Task Force (TSTF) Traveler, TSTF-449, Steam Generator Tube Integrity (ADAMS Accession No. ML051090200). By letter dated November 3, 2006, the licensee provided the NRC a supplement (ADAMS Accession No. ML063180228) to the original application. On March 1, 2007, the NRC staff issued Amendment No. 100 to the R.E. Ginna Nuclear Power Plant which approved the new SG TSs (ADAMS Accession No. ML070370623).
The NRC staff finds the licensees adoption of new SG TSs modeled after TSTF-449 to be an acceptable and complete response to GL 2006-01. This completes the NRC staffs efforts on
