CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS. 1 & 2 - RESPONSE TO GENERIC LETTER 2003-01 CONTROL ROOM HABITABILITY (TAC NOS.

MB9784 AND MB9785)

Dear Mr. Spina:

The Nuclear Regulatory Commission (NRC) acknowledges the receipt of your responses to Generic Letter (GL) 2003-01 Control Room Habitability, dated December 5, 2003 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML033440342); November 23, 2004 (ADAMS Accession No. ML043380215); and February 5, 2007 (ADAMS Accession No. ML070380324). This letter provides a status of your response and describes any actions that may be necessary to consider your response to GL 2003-01 complete.

The GL requested that you confirm that your control room meets its design bases (e.g. General Design Criterion [GDC] 1, 3, 4, 5, & 19, draft GDC, or principal design criteria), with special attention to: (1) determination of the most limiting unfiltered and/or filtered inleakage into the control room and comparison to values used in your design bases for meeting control room operator dose limits from accidents (GL 2003-01, Item 1a); (2) determination that the most limiting unfiltered inleakage is incorporated into your hazardous chemical assessments (GL 2003-01, Item 1b); and, (3) determination that reactor control capability is maintained in the control room or at the alternate shutdown location in the event of smoke (GL 2003-01, Item 1b).

The GL further requested information on any compensatory measures in use to demonstrate control room habitability and plans to retire them (GL 2003-01, Item 2).

You reported the results of American Society for Testing Materials E741 (Standard Test Method for Determining Air Change in a Single Zone by Means of a Tracer Gas Dilution) tracer gas tests for the Calvert Cliffs Nuclear Power Plant Unit Nos. 1 and 2 control room which is a shared control room maintained at a neutral pressure.

For Unit Nos. 1 and 2 you determined that the most limiting unfiltered inleakage into the Control Room Envelope (CRE), was 3000 (+/-250) cfm, which is less than the value of 3,500 cfm assumed in the design basis radiological dose analyses for Control Room Habitability.

The GL further requested that you assess your Technical Specifications (TS) to determine if they verify the integrity of the CRE, including ongoing verification of the inleakage assumed in the design basis analysis for control room habitability, and in light of the demonstrated inadequacy of a delta () P measurement to alone provide such verification (GL 2003-01, Item 1c). In your letter dated December 5, 2003, you stated that you do not currently have a TS surveillance requirement for CRE integrity. You further stated that you have established a comprehensive administrative control program for CRE integrity based on Regulatory Guides

J. Spina (RGs) and Nuclear Energy Institute (NEI) documents. In your letter dated February 5, 2007, you indicated that you plan to submit a license amendment request (LAR) to adopt applicable portions of Technical Specification Task Force Traveler 448 by July 1, 2007.

In your letter dated December 5, 2003, you indicated that self contained breathing apparatus (SCBA) and potassium iodide (KI) are used as interim compensatory measures to demonstrate control room habitability. You indicated that a re-analysis of applicable updated Final Safety Analysis Report (UFSAR) Chapter 14 accidents using Alternate Source Term (AST) per RG 1.183, combined with targeted sealing of the control room envelope, will be needed to retire the interim compensatory measures.

In your letter dated November 23, 2004, you stated that an initial re-analysis of applicable UFSAR Chapter 14 accidents using AST was complete and that hardware modifications and analytical and licensing changes still needed to be completed. You further stated that the associated License Amendment Request (LAR) was planned to be submitted by September 15, 2005, and that engineering associated with the modifications was estimated to be completed by September 24, 2007. You did not provide estimated completion dates for the modifications.

On November 3, 2005, you submitted an LAR (ADAMS Accession No. ML053200316) to adopt AST methodology. As of the date of this letter, the subject LAR continues to be reviewed by the staff. The information you provided also supported the conclusion that the control room was designed and constructed to meet the intent of the draft GDC which is documented in your Final Safety Analysis Report. Based on the information provided above, your response to GL 2003-01 is considered complete.
