OF TELEPHONE CONFERENCE CALL HELD ON MARCH 20, 2007, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND WOLF CREEK NUCLEAR OPERATING CORPORATION, CONCERNING DRAFT REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE WOLF CREEK GENERATING STATION, UNIT 1, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Wolf Creek Nuclear Operating Corporation held a telephone conference call on March 20, 2007, to discuss and clarify the staffs draft requests for additional information (D-RAIs) concerning the Wolf Creek Generating Station, Unit 1, license renewal application. The telephone conference call was useful in clarifying the intent of the staffs D-RAIs. provides a listing of the participants and Enclosure 2 contains a listing of the D-RAIs discussed with the applicant, including a brief description on the status of the items.
The applicant had an opportunity to comment on this summary.

Fire Protection System D-RAI 2.3.3.14-1 The LRA drawings listed below show fire protection system components not highlighted in green indicating that they are outside the scope of license renewal. The staff requests that the applicant verify whether these components are within the scope of license renewal in accordance with Title 10 Code of Federal Regulations (10 CFR) Part 54.4(a) and subject to an aging management review (AMR) in accordance with 10 CFR 54.21(a)(1). If not, the staff requests that the applicant provide a justification for their exclusion.
(a) LR-WCGS-KC-M-0022-1, Plant Service Water System, shows the following components outside the scope of license renewal:
one out of the four vertical pumps (1WS002P) and its associated components top portion of remaining three vertical pumps several flow drains (1W30102, 1W30103, etc.)

several drain valves Discussion: The applicant indicated that the question is clear. The applicant informed the staff that the drawing discussed in Part (a) shows a depiction of the motor, not a portion of the pump. Based on this discussion with the applicant, the staff agreed to revise Part (a) as follows. The revised question will be sent as a formal RAI.

LR-WCGS-KC-M-0022-1, Plant Service Water System, shows the following components outside the scope of license renewal:

D-RAI 2.3.3.14-2 The staff reviewed NUREG-0881, Supplement 5, Safety Evaluation Report Related To The Operation of Wolf Creek Generating Station, Unit No. 1, dated March 1985. NUREG-0881, Section 9.5.1.1, states that a separate jockey pump maintains the yard fire main pressure. The jockey pump and its associated components appear to have fire protection intended functions required for compliance with 10 CFR 50.48. The staff requests that the applicant verify whether the jockey pump and its associated components are within the scope of license renewal in accordance with 10 CFR 54.4(a) and subject to an AMR in accordance with 10 CFR 54.21(a)(1). If not, the staff requests that the applicant provide a justification for their exclusion.
Discussion: The applicant stated that the jockey pump is within the scope of license renewal and highlighted in license renewal drawing LR-WCGS-KC-M0023-1 as pump 1FP002P.
Therefore, this question is withdrawn and will not be sent as a formal RAI.
D-RAI 2.3.3.14-3 NUREG-0881, Supplement 5, Section 9.5.1.1, states that the fire pumps take suction from a common wet pit sump in the circulating water screenhouse. Two traveling water screens and the bar grill are located at the inlet to the sump serving the fire pumps. LRA Section 2.3.3.14 and Table 2.3.3.14 do not clearly state whether the traveling water screens and bar grill are included within the scope of license renewal. The staff requests that the applicant verify whether the traveling water screens and bar grill and their associated components are within the scope of license renewal in accordance with 10 CFR 54.4(a) and subject to an AMR in accordance with 10 CFR 54.21(a)(1). If not, the staff requests that the applicant provide a justification for their exclusion.
Discussion: The applicant indicated that the question is clear. This D-RAI will be renumbered and sent as formal RAI 2.3.3.14-2.
D-RAI 2.3.3.14-4 NUREG-0881, Supplement 5, Section 9.5.1.2, states that where safe-shutdown equipment is enclosed by a fire barrier, all walls, ceilings, floors, and associated penetrations that enclose the equipment have a minimum fire rating of three hours. LRA Section 2.3.3.14 and Table 2.3.3.14 do not clearly state whether fire barrier walls, ceilings, floor, slabs, and associated penetration seals are included within the scope of license renewal. The staff requests that the applicant verify whether these fire barrier walls, ceilings, floor, slabs, and associated penetration seals are within the scope of license renewal in accordance with 10 CFR 54.4(a) and subject to an AMR in accordance with 10 CFR 54.21(a)(1). If not, the staff requests that the applicant provide a justification for their exclusion.
Discussion: The applicant indicated that the question is clear. This D-RAI will be renumbered and sent as formal RAI 2.3.3.14-3.
D-RAI 2.3.3.14-5 LRA Table 2.3.3-14 excludes several types of fire protection components that are listed in NUREG-0881, Supplement 5, and/or the plants Updated Safety Analysis Report (USAR). In addition, the LRA drawings highlighted them in green as components within the scope of license renewal. The staff requests that the applicant verify whether the component listed below should be included in LRA Table 2.3.3.14. If not, the staff requests that the applicant provide a justification for their exclusion.

The staff requests that the applicant verify whether the fire water suppression systems in the areas listed below are within the scope of license renewal in accordance with 10 CFR 54.4(a) and subject to an AMR in accordance with 10 CFR 54.21(a)(1). If not, the staff requests that the applicant provide a justification for their exclusion.

D-RAI 2.3.3.14-7 LRA Section 2.3.3.14 discusses the total flooding Halon 1301 fire suppression system for control room trenches and chases, switchgear rooms, engineered safety feature switchgear rooms, motor-generator sets room, and electrical penetration rooms. USAR Table 9.5.1-2 also discusses the total flooding Halon 1301 fire suppression system for non-vital switchgear and transformer rooms, control cabinets, and load centers. However, the total flooding Halon 1301 fire suppression system for non-vital switchgear and transformer rooms, control cabinets, and load centers does not appear in LRA Section 2.3.3.14 as within the scope of the license renewal. The staff requests that the applicant verify whether the total flooding Halon 1301 fire suppression system for non-vital switchgear and transformer rooms, control cabinets, and load centers are within the scope of license renewal in accordance with 10 CFR 54.4(a) and subject to an AMR in accordance with 10 CFR 54.21(a)(1). If not, the staff requests that the applicant provide a justification for their exclusion.
