ENCLOSURE 1 SEMIANNUAL PERFORMANCE REPORT July 1, 2006 through December 31, 2006

Introduction The Arizona Public Service Company (APS) Fitness-for-Duty (FFD) Program continues to remain successful in its mission to maintain a drug-free workplace. During this reporting period, APS conducted 2059 tests. Of these, 730 were administered on a random basis. An equivalent annual testing rate of 52.3 percent was achieved during this reporting period.

APS experienced four confirmed positive random drug and alcohol tests during this reporting period. Therefore, the percentage of confirmed positive random drug and alcohol tests for this period is 0.54 percent.

Analysis of Program Results The confirmed positive drug and alcohol test results for this reporting period by type of test and type of drug are summarized in Table 1 and 2 respectively and are discussed below.

Pre-Access Testing:

Marijuana 3 Alcohol 1 Total 4 confirmed positive tests Comments: APS tested a total of 1045 individuals under the Pre-Access Testing category during this reporting period. Four individuals tested positive. Three of the individuals were contractors. Site access was denied and the individuals were released to their employers. One individual was an APS employee. The individual completed a mandatory treatment program and was placed in the follow-up program.

For Cause Testing:

Marijuana 2 Amphetamines 2 Alcohol 1 Cocaine 3 Total: 8 Confirmed Positive Tests Comments: APS tested a total of 77 individuals under the For Cause testing category during this reporting period. For cause testing includes; behavior observation, post accident, suspected adulteration of specimens, or an odor of alcohol on an individual. Seven individuals tested positive. One individual tested positive for two drugs, marijuana and amphetamines. Four of the individuals testing positive were contractors. Site access was denied and the individuals were released to their employers. Three of the individuals testing positive were APS employees. Two of the individuals were denied site access and terminated. This included the individual testing positive for two drugs. The terminations were not based solely on the results of the drug/alcohol test. The third APS individual completed a mandatory treatment program and was placed in the follow-up program.

Random Testing:

Marijuana 3 Amphetamine 1 Total 4 Confirmed Positive Tests Comments: APS conducted a total of 730 tests under the Random category during this reporting period. Four individuals tested positive. The four individuals were contractors. Site access was denied and the individuals were released to their employer.

Follow-up Testing:

Total 0 Confirmed Positive Tests Comments: APS conducted a total of 88 tests under the Follow-up category during this reporting period. None of the individuals tested were positive.

Other:

Total 0 Confmned Positive Tests Comments: APS tested 119 individuals in the other testing category during this reporting period.

This category includes pre-employment testing. None of the individuals tested were positive.
