Pursuant to 10 CFR 26.71 (d), "Recordkeeping Requirements," FirstEnergy Nuclear Operating Company (FENOC) submits the semiannual Fitness-For-Duty (FFD) report for the period of July through December 2006 for the Davis-Besse Nuclear Power Station, Unit 1 (DBNPS).

Attachment 1 provides FENOC's DBNPS FFD Program Performance Data. Attachment 2 provides a summary of management actions taken by FENOC based on positive FFD testing results and presumptive positives, and a list of FFD event reports submitted by FENOC.

Docket Number 50-346 License Number NPF-3 Serial Number 3315 Page 1 of 1 Fitness For Duty Report Performance Data and Summary of Management Actions From July 1, 2006, through December 31, 2006, the Davis Besse Nuclear Power Station (DBNPS) Fitness for Duty (FFD) records indicate the following results:

Licensee Employees Licensee individuals for all categories, no confirmed positives were reported.

Short-Term Contractors For Short-term Contractors, five individuals were confirmed positive for a single substance. All individuals were denied access to the facility.

Pre-Access Category:

In the pre-access category for short-term contractors, four individuals received confirmed posi-tive results for a single substance. Three of the confirmed positive results were for marijuana and one positive result was for alcohol.

Random Category:

In the random category under the short-term contractors, one individual was confirmed positive for cocaine.

For-Cause/Subversion:

One short-term contractor was tested under the pre-access category; however, the collected specimen was not within temperature range. The individual admitted to using someone else's specimen during an interview. An observed for-cause test was completed and the results were confirmed positive for marijuana. This individual was denied unescorted access for a minimum of three years due to his attempt to subvert the drug screening process and for testing positive for marijuana. This individual is counted as one of the confirmed positive results for marijuana in the Pre-Access Category above.

List of Events Reported No Fitness-For-Duty events were reported under the provisions of 10 CFR 26.73 by the DBNPS during this reporting period (July - December 2006).

Note: FENOC does not perform onsite initial drug screening tests; therefore, there are no unconfirmed positive results on which to base management actions.
