While performing an acceptance review of the revised LAR 06-007, the NRC review staff noted in FSAR Section 8.2.1 that CPSES has a SPARE STARTUP TRANSFORMER, which can be placed into service by operation of a single switch. This was not discussed in LAR 06-007.
Instead, TXU stated that to do transformer maintenance required a dual unit outage of 30 days.
The NRC staff has a question. Why can't this transformer be used during the 10-year maintenance?
