On November 1, 2006 Duke Energy Carolinas (Duke) requested relief from the December 31, 2007 date for resolution of GSI-191 for Catawba Unit 1 and the commitment noted in the September 1, 2005 GL 2004-02 response letter to install a modified sump strainer and support structure in Unit 1 during the Fall 2006 outage.

The letter requested a new License Condition be added to the Facility Operating License to require Unit 1 to enter Mode 5 for the outage to install the sump strainer modification no later than May 19, 2008.

Duke also requested the addition of a License Condition to the Facility Operating License which states that the Unit 1 sump strainer modification would be complete prior to entry into Mode 4 after May 19, 2008.

The commitment to install the modified sump strainer and support structure in Unit 2 during the Fall 2007 outage remained unchanged.

Duke will evaluate the need for a trash rack on the ECCS sump strainer and submit a license amendment, if required, by 2/1/2007.

Upon completion of the evaluation and discussions with the Office of Nuclear Reactor Regulation Project Manager and the reviewers, it was determined that a Technical Specification and Bases revision would be required.

In addition, a clarification of the site's commitments to Regulatory Guide 1.82, Rev. 0, "Sumps for Emergency Core Cooling and Containment Spray Systems" would be necessary to support the installation of the new sump strainer assembly.

As a result, Duke is requesting a new date of March 31, 2007 for submittal of the license amendment request. contains a list of commitments made as a result of this letter.
