ASSESSMENT FOLLOW-UP - TURKEY POINT NUCLEAR PLANT, UNIT 3

Dear Mr. Stall:

On November 22, 2006, the NRC staff forwarded a letter concerning the final significance determination of a White inspection finding in the Initiating Events cornerstone. This finding was identified for failure to assess and manage maintenance risk during shutdown operations, resulting in loss of all Unit 3 decay heat removal (RHR).

As a result, we have assessed Turkey Point Unit 3 performance to be in the Regulatory Response column of the NRCs Action Matrix. On January 26, 2007, we were notified by your staff of your readiness for the NRC to conduct a supplemental inspection to review the actions taken to address the loss of all Unit 3 RHR. Therefore, we plan to conduct supplemental inspection 95001 beginning on March 19, 2007. This inspection procedure is conducted to provide assurance that the root causes and contributing causes of risk significant performance issues are understood, the extent of condition is identified, and the corrective actions are sufficient to prevent recurrence.

We plan to have Loyd Cain, senior reactor inspector, lead the supplemental inspection.

Mr. Cain will coordinate directly with your staff at the Turkey Point facility for the performance of this supplemental inspection.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS
