PILGRIM NUCLEAR POWER STATION - REQUEST FOR ADDITIONAL INFORMATION RE: RESPONSE TO GENERIC LETTER 2003-01, CONTROL ROOM HABITABILITY (TAC NO. MB9840)
Dear Mr. Kansler:
By letters dated August 6, 2003 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML032260036), September 30, 2004 (ADAMS Accession No. ML042880297), and March 20, 2006 (ADAMS Accession No. ML060890468) Entergy Nuclear Operations, Inc. (Entergy), as operator of the Pilgrim Nuclear Power Station (Pilgrim),
responded to Nuclear Regulatory Commission (NRC) Generic Letter (GL) 2003-01, Control Room Habitability for Pilgrim. The GL, requested confirmation that your facilitys control room meets the applicable habitability regulatory requirements and that the control room habitability systems are designed, constructed, configured, operated, and maintained in accordance with the facilitys design and licensing bases. Items 1b and 1c of the GL requested confirmation that reactor control capability is maintained from either the control room or the alternate shutdown panel in the event of smoke, and that your Technical Specification (TS) verify the integrity of the control room envelope, respectively. Item 1c requested that if your facility does not currently have TS surveillance requirements (SRs) for control room envelope integrity that you explain how and at what frequency you confirm your control room envelope integrity and why this is adequate to demonstrate control room envelope integrity.
In your September 30, 2004, response, you discussed the existence of an Alternate Shutdown Panel in Section 2.8, however, in your response to Item 1(b), you did not confirm that reactor control capability is maintained from either the control room or the alternate shutdown panel in the event of smoke which was specifically requested by GL 2003-01, Item 1b.
In your September 30, 2004, response, you stated that you plan to use the guidance developed by the NEI Technical Specification Task Force (TSTF) and inleakage test results to determine changes to the TSs if required. In your response, you did not mention any plans to adopt TSTF-448 Control Room Habitability.
Therefore, the NRC staff requests that you resubmit your response to Items 1b and 1c of GL 2003-01 as follows:
- 1.
Confirm that reactor control capability is maintained from either the control room or the alternate shutdown panel in the event of smoke (GL 2003-01, Item 1b).
- 2.
Explain how and at what frequency you confirm your control room envelope integrity and why this is adequate to demonstrate control room envelope integrity since you do not currently have a TS SR (GL 2003-01, Item 1c).

Describe your plans to adopt TSTF-448 at Pilgrim, including a commitment to submit a license amendment request (LAR) based on TSTF-448.
The commitment should include a milestone for completion (such as within 90 days of the NRCs approval of TSTF-448), or in the event that you decide not to submit an LAR to adopt applicable sections of TSTF-448 into your TSs, that you provide: (a) an acceptable alternative that includes an SR in accordance with Regulatory Guide 1.197 and NEI 99-03 that will be acceptable to the staff; and, (b) in light of the commitment made by the majority of the respondents to adopt applicable portions of TSTF-448, explain your rational (including any potential hardship) for not committing to the industry standard (GL 2003-01, Item 1c).
This request for additional information was discussed with your staff on December 27, 2006, and it was agreed that your response would be provided within 60 days from the date of this letter.
