REQUEST FOR ADDITIONAL INFORMATION FOR THE REVIEW OF THE WOLF CREEK GENERATING STATION, UNIT 1, LICENSE RENEWAL APPLICATION
Dear Mr. Garrett:
By letter dated September 27, 2006 and supplemented on November 17, 2006, Wolf Creek Nuclear Operating Corporation (WCNOC or the applicant) submitted a license renewal application (LRA) for the renewal of the operating license No. NPF-42 for the Wolf Creek Generating Station, Unit 1.
The U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register on December 7, 2006, (71 FR 70997), advising the public that the NRC had determined that the applicant submitted sufficient information in its LRA in accordance with 10 CFR 54.19, 54.21, 54.22, 54.23, and 51.53(c), and that the application was acceptable for docketing.
Although the NRC staff concluded that enough information was provided to allow the staff to begin the review for the safety and environmental portions of the LRA, the NRC staff has identified, in the enclosure, areas where additional information and data analysis is needed to develop the environmental impact statement.
These requests for additional information were discussed with Lorrie Bell, and a mutually agreeable date for the response is within 30 days from the date of this letter. If you have any questions, please contact me at 301-415-3703 or e-mail vmr1@nrc.gov.

Enclosure WOLF CREEK GENERATING STATION, UNIT 1 LICENSE RENEWAL APPLICATION (LRA)
REQUEST FOR ADDITIONAL INFORMATION (RAI)
In accordance with the requirements established in 10 CFR Part 51, the Wolf Creek Generating Station (WCGS) environmental report (ER) should contain sufficient information to support analyses and findings. During its acceptance review, the U.S. Nuclear Regulatory Commission (NRC or staff) found that additional information is necessary to meet these requirements.
Therefore, the staff requests that the applicant provide the following:
Aquatic Ecology Additional information required pursuant to 10 CFR 51.41, 51.45(c), 51.53(c)(3)(ii)(B),
51.53(c)(3)(iii), and 51.70(b).
1.
Provide drawings and a detailed description of the discharge structure.
2.
Provide information on potential riparian/wetland communities in the project area, including along the transmission line.
3.
Provide the most recent data obtained from any microbiological monitoring program.
4.
ER Section 6.2 notes that routine mitigation and monitoring programs are conducted, including effluent chemistry monitoring and water quality and fishery monitoring of Coffey County Lake. Provide, at a minimum, the most recent set of these data.
Critical and Important Terrestrial Habitats Additional information required pursuant to 10 CFR 51.53(c)(3)(ii)(E).

Provide the locations of the John Redmond Wildlife Area and the Flint Hills National Wildlife Refuge on one or more maps.
2.
ER Section 2.4 mentions the following terrestrial species: bald eagle, peregrine falcon, and osprey. Provide a discussion of any other wildlife, including mammals, reptiles, invertebrates, and birds (other than eagles) that may be present in the transmission line corridor.
Transportation of Spent Fuel Additional information required pursuant to 10 CFR 51.45(c), 51.70(b), and 51.41 Subpart A, Appendix B, Table B-1.

Provide information to support the applicability of Table B-1 for transportation of spent fuel, specifically provide the maximum fuel enrichment level and the peak rod average burnup level at WCGS.
Land Use/Zoning Additional information required pursuant to 10 CFR 51.45(d).

Provide information on the status of compliance with applicable zoning and land-use regulations imposed by State, regional, or local agencies having responsibility for environmental protection.
2.
Identify how the site and areas immediately surrounding the site are zoned, the requirements associated with the zoning, and any other land use regulations applicable to the site or surrounding area.
Offsite Land Use Additional information required pursuant to 10 CFR 51.45(b).
1.
Identify areas dedicated to each land-use category in the vicinity of the plant (data, in acres, for Coffee and Lyon Counties would be appropriate) and along transmission lines.
Visual Aesthetics Additional information required pursuant to 10 CFR 51.45(b).

Describe external appearance of plant buildings and facilities, including height of structures.
