NRC GENERIC LETTER 2006-01: STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS (TAC NOS. MD0064 AND MD0065)

Dear Mr. Lash:

On January 20, 2006, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2006-01, Steam Generator [SG] Tube Integrity and Associated Technical Specifications

[TSs], (Agencywide Document Access and Management System (ADAMS) Accession No. ML060200385). This GL requested that addressees either submit a description of their program for ensuring SG tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity.

By letter dated February 13, 2006, FirstEnergy Nuclear Operating Company, the licensee for BVPS-1 and 2, submitted a response to GL 2006-01 (ADAMS Accession No. ML060480408).

This response stated that by application to the NRC dated November 7, 2005, the licensee requested changes to the TSs for BVPS-1 and 2 to adopt the alternative TS requirements for ensuring SG tube integrity (ADAMS Accession No. ML053140195). The new TSs were modeled after Technical Specification Task Force (TSTF) Traveler, TSTF-449, Steam Generator Tube Integrity, (ADAMS Accession No. ML051090200). The original application was supplemented by letters dated April 25, June 1, and August 3, 2006 (ADAMS Accession Nos. ML061210055, ML061580610, and ML062210423). On September 7, 2006, the NRC staff issued Amendment Nos. 276 and 158 to the BVPS-1 and 2 Facility Operating Licenses which approved new SG TSs (ADAMS Accession No. ML062260011).

J. Lash The NRC staff finds the licensees adoption of new SG TSs modeled after TSTF-449 to be an acceptable and complete response to GL 2006-01. This completes the NRC staffs efforts on TAC Nos. MD0064 and MD0065. If you have any questions regarding this letter, please contact me at 301-415-1402.
