[ FERENCE USE]

1.0 PURPOSE This procedure delineates the requirements for monitoring equipment operation at the Meteorological Data Collection Center (MDCC). Technical Specification Channel Check Surveillance on the MDCC is the responsibility of the Operations Department.

2.0 APPLICABILITY This procedure applies to the main and backup meteorological towers at Plant Vogtle.

3.0 DESCRIPTION

3.1 The Meteorological Tower Surveillance includes both the main, 60 meters (m) tall tower, and the backup, 45 meters tall tower. The building houses the strip charts and computer system which stores data for wind speed and wind direction at 60 m and 10 m on the main tower and 10 m on the backup tower. It also includes ambient temperature at 10 m on both the main and backup towers, delta temperature between 10 - 60 m on the main tower, dew point temperature at 10 m, and precipitation on the Met Tower rain gauge funnel.

3.2 Data is recorded on Yokogawa Daqstation DX100 electronic data recorders; operation of the Daqstation DX100's can be performed using User's Manual lX5AG20-20000, Yokogawa manual IM 04LO1AO1-01E.

3.2.1 Material

a. PCMCIA PC Card Stock # 82228
b. Card Reader Stock # 82229
c. Kingston USB 2.0 PC Card 3.3 Data is stored and can be reviewed using the integrated plant computer, IPC.

3.4 Data is also stored on a personal computer stationed at the Met Tower running the software application PC-Midas. PC-Midas was supplied and is supported by ABS Consulting.

3.5 Data is transferred from the PC-Midas computer to a client application, Midas-NU.

Midas-NU is a software application supplied and supported by ABS Consulting and may be used to store the meteorological data for review, editing and report generation.

4.0 PROCEDURE 4.1 DAILY CHECKS NOTE Daily rainfall reading should be obtained on Monday through Friday and are not required on weekends and holidays.

4.1.1 Obtain rainfall reading from the plastic rainfall cup located near the gate to the Met Tower. Record indicated rainfall on a tickler card, and then empty the rainfall collection cup;, this data is used as a comparison of the system rainfall gauge and can be discarded once data has been compared.

4.2 WEEKLY HARDWARE CHECKS 4.2.1 The following activities should be performed weekly, and documented on Data Sheet 1:

NOTES

1) Notify Laboratory Supervision immediately of any unsatisfactory conditions found during the performance of this check.
2) Time at the MDCC is recorded from the Eastern Time Zone I.E.EST (Eastern Standard Time) for winter months and EDT (Eastern Daylight Time) for summer months.

4.2.2 Note the time of day (24-hour clock) that you arrived at the MDCC. There is a clock located on the wall that can be used if necessary.

4.2.3 Establish visually that the primary and backup tower guy wires and all tower instruments are secure.

NOTE Deviations from these conditions can only be expected during calm or sub-threshold winds.

4.2.4 Establish visually that all anemometer cups on both towers are turning, and the wind direction vanes are responsive to the present wind fluctuations.

4.2.5 Establish visually that the wind direction vanes on both towers are all aligned in the same approximate direction.

4.2.6 Establish that the Met Tower rain gauge funnel is free from debris.

a. Remove the Met Tower rain gauge funnel being careful not to break the heating element power wires which are connected to the bottom of the funnel.
b. Clear debris from the tipping buckets with without tipping. If bucket is tipped during this procedure, reset pen to record on zero scale.
c. Document this maintenance occurrence on Data sheet 1.
d. If bucket tipping occurs, notify the Chemistry Met Tower specialist so the tipping can be deleted from the Midas data file.

4.2.7 Visually inspect the area within 150 yards of both towers and verify no obstructions (i.e.

trees, buildings, large objects, etc.) have been introduced into the area that could cause channeling or unrepresentative aerodynamic effects on the wind field which in some way could affect the validity of the met tower data.

4.2.8 Establish that the aspirator motors are all operational by noting that all aspirator indicator lights in the MEB are lit. The Indicator lights should be green on the Mode control switch on the IND lights panel. If not green, write a condition report.

4.2.9 Verify proper operation of the YOKOGAWA DAQSTATION DX100 recorders.

For each recorder:

a. Display historical data; Attachment 1 may be used as a guide.
b. Establish that the tracing pens of all the recorders are properly tracing and recording fluctuations in wind speed, wind direction, sigma theta, precipitation, dew point temperature and temperature difference, and ensure that they are providing a clearly legible trace. When any pen trace becomes unreadable, initiate a CR to request I&C repair this condition.

The clock should be set to EST in winter months and EDT in summer months.

c. Check the DX 100 recorder clock to verify the system is operating on the correct local time. If clock is incorrect by more than a few minutes, make the necessary adjustments. All recording systems shall be correct to actual Eastern Time Zone

+/-5 minutes. Attachment 2 details how to change the date and time displays.

d. Verify that current chart recorder data coincides with PC-MIDAS computer information. This verification should include delta temperature, 10m temperature, dew point, wind speed and wind direction. If any data from MIDAS does not reasonably coincide with chart recorder data, record this discrepancy in the Data Sheet 2 Remarks section and initiate a condition report as appropriate.

4.3 METEOROLOGICAL DATA ACCURACY CHECKS The following activities should be performed weekly, and documented on Data Sheet 2.

NOTE Notify Laboratory Supervision immediately of any unsatisfactory conditions found during the performance of this check.

4.3.1 Establish that the wind sensors are all recording similar wind speed and wind direction values (except for extremely light or calm wind conditions).

a. The primary and secondary wind speed and wind direction values at the same elevations, should agree within +2 mph, and +/-15' azimuth, respectively.
b. Wind speed usually increases with height. Mean wind speeds at 60-m level are unlikely to be less than those at 10 m. Acceptable speed differences between the upper and lower levels range from about 1-6 mph.
c. Mean wind direction between the lower and upper level sensors can also be expected to vary somewhat with height. In most cases, wind direction will be shifting clockwise as sensor height increases. Direction changes between lower and upper level sensors normally should be no greater than about 20 degrees azimuth (except during calm conditions).

Refer to the windspeed trace examples of normal, damped, high threshold, and spiking windspeed traces in Figures 1, 2, and 3. Anomalies shall be noted and a CR initiated, if necessary.

4.3.3 Establish that the wind direction traces do not contain anomalies. Refer to the wind direction chart examples of normal, damped, square cornered, spiking, and switching traces in Figures 4, 5, 6, 7, and 8. Anomalies shall be noted and a Condition Report initiated, if necessary.

4.3.4 Establish that the temperature traces indicate a proper response to normal diurnal changes of temperature. Temperatures generally increase during the day and decrease during the night, except during cloudy periods, or during instances of nighttime warm frontal passages. During most cloudy days, the temperature does not vary much between day and night. See Figure 10 for an example.

4.3.5 Establish that the temperature values recorded on both the primary and back-up tower secondary temperature systems agree within +/-4'F.

4.3.6 Establish that the delta temperature trace indicates a proper response to normal diurnal changes. It is generally positive during nighttime hours (especially when skies are clear and winds are light) and negative during daytime hours (especially between about 10:00 a.m. and 4:00 p.m. on sunny days). See Figure 9 for an example.

4.3.7 Establish that the delta temperature trace does not go below the autoconvective lapse rate of -3.1°F. This lapse rate represents the minimum delta-T value the atmosphere can support without overturning. Readings below this limit are indicative of faulty temperature probes. The delta-T value should not go above 150F during the day time hours (10:00 am-4:00 pm). A value above 15'F may indicate an aspirator problem.

4.3.8 Establish that the 10-m dew point temperature is less than or equal to the 10-m temperature. When the dew point temperature is equal to the temperature, relative humidity is 100 percent and outside conditions should be cloudy and/or foggy. The dew point temperature cannot exceed the temperature if the instruments are properly operating. The dew point temperature should be within 30' of the lOm-temperature (i.e.

10m T- 10m DP < 300).

4.3.9 Establish that the temperature, delta temperature, and dew point temperature traces do not exhibit high frequency fluctuations. These parameters are expected to vary slowly over small time increments.

4.3.10 If any wind speed and/or wind direction and/or air temperature delta T instrument on the primary met tower is inoperable, initiate a condition report and notify the Shift Superintendent immediately that instrumentation required by Technical Requirements Manual 13.3.3 is OOS. The above channels are required to be operable at all times.

If any of the above channels are inoperable for greater than 7 days a special report must be prepared and submitted to the NRC within the next 10 days outlining the cause of the malfunction and the plans for restoring the channel(s) to operable status per Procedure 00152-C, "Federal And State Reporting". Coordinate this reporting with the Regulatory Compliance Department.

4.3.11 Complete Data Sheet 2.

5.0 DATA EVALUATION 5.1 METEOROLOGICAL DATA MONITORING 5.1.2 The Nuclear Specialist is responsible for meteorological data monitoring. He/she shall average the wind, temperature and humidity data over a period of at least 15 minutes for each hour.

5.1.3 The basic reduced data is compiled into monthly or seasonal and annual joint frequency distributions of wind speed and wind direction by atmosphere stability class.

5.1.4 Data evaluation results are utilized in the assembly of the Annual Radiological Effluent Report. Refer to Procedure 36025-C, "Annual Effluent Release Report Preparation" for details.

5.2 ANNUAL MET TOWER INSPECTION 5.2.1 On an annual basis the met tower is inspected by an outside contractor to verify vertical alignment and guy wire tension.
