OF OCTOBER 12, 2006, MEETING WITH REPRESENTATIVES OF NUCLEAR ENERGY INSTITUTE ON CONCERNS RELATED TO THE CALLAWAY MSIV OPERABILITY DETERMINATION A meeting was held on Thursday, October 12, 2006, between the Nuclear Regulatory Commission (NRC) staff and the NEI. The meeting was held at the request of NEI for it to present its concerns related to the NRC operability determination for the Callaway Plant, Unit 1 (Callaway), of the main steam isolation valves (MSIVs) with dual actuator trains (i.e., each valve has two redundant actuator trains, each of which is capable of closing the valve). The notice for the meeting was issued on September 27, 2006.

Enclosed is the list of attendees. The material handed out by NEI is provided in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML062860230. There was no handout from the NRC staff.

Callaway has four steam generators (SGs) with a main steam line from each SG to the steam line header that provides steam to the single high-pressure steam turbine. Each of these main steam lines has a single MSIV to isolate the steam turbine from the SG, if needed during an accident. Therefore, each plant has four MSIVs. Each MSIV has two redundant actuator trains to close the valve. Each actuator train alone is capable of closing the valve within the time frame needed for the design-basis accidents. The MSIVs are addressed in Technical Specification (TS) 3.7.2, "Main Steam Isolation Valves (MSIVs)," for both plants.

The NRC staff is in the process of issuing an operability determination to NRC Region IV for Callaway. The determination would address the effect of a single non-functioning actuator train on the operability, with respect to the TSs, of the associated MSIV.

NEI discussed the generic scope of the operability determination Coordination of the NRC/NEI activities of the Licensing Action Task Force, Technical Specifications Task Force, Pressurized-Water Reactors Owners Group NRC Caucus The first part of the meeting was presented by NEI, which is shown in the slides on pages 2 through 13 of the NEI handout. The slides specific to the MSIV operability determination are pages 10 through 13.

NEI requested that the Callaway MSIV operability determination be issued in a draft form for NEI review and comment, and that the NRC conduct a public meeting or workshop on the determination. This would be before the determination would be finalized and issued to the region.

Following NEIs presentation, the NRC staff discussed the points made in the presentation with NEI. The NRC staff decided to not make its decision on the request in the meeting. With this, the meeting was closed.
