Pursuant to 10 CFR 26.71(d), "Recordkeeping Requirements," FirstEnergy Nuclear Operating Company (FENOC) submits the semiannual Fitness-For-Duty (FFD) report for the period of January through June 2006 for the Davis-Besse Nuclear Power Station, Unit 1 (DBNPS). provides FENOC's DBNPS FFD Program Performance Data. Attachment 2 provides a summary of management actions taken by FENOC based on positive FFD testing results and presumptive positives, and a list of FFD event reports submitted by FENOC.

16 Note: FENOC does not perform onsite initial drug screening tests; therefore, there are no unconfirmed positive results on which to base management actions.

Summary Of Management Actions Based on Positive Test Results for Marijuana, Cocaine, and Alcohol:

Thirteen (13) Access Denials Five contractors tested positive for alcohol.

Eight contractors tested positive for drugs (One individual tested positive for both marijuana and cocaine).

Refusal to test One contractor was denied for refusal to provide/cooperate on a random drug and alcohol test.

Another contractor was denied for refusal to provide/cooperate on a for-cause drug and alcohol test.

Subversion One contractor tested negative for drugs, however was denied for subversion during a pre-access test. The observed for-cause test was returned with a negative result.
