REVIEW OF VOGTLE ELECTRIC GENERATING PLANT, UNIT 2, STEAM GENERATOR TUBE INSPECTION RESULTS REVIEW FALL 2005 REFUELING OUTAGE 2R11 (TAC NO. MD1295)

Dear Mr. Grissette:

By letters dated October 20, 2005 (Agencywide Documents Access and Management System No. ML052940077), January 11, 2006 (ML060180170) and August 16, 2006 (ML062290288),

Southern Nuclear Operating Company, Inc. (SNC), the licensee, submitted information related to the steam generator (SG) tube inspections at the Vogtle Electric Generating Plant (Vogtle),

Unit 2, for its fall 2005 outage (designated 2R11).

The licensee provided the scope, extent, methods and results of their SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions (i.e.,

tube plugging) taken in response to the inspection findings.

As a result of deposit build-up at the locations where the tube passes through the tube support plate (i.e., the upper two tube supports), SNC currently plans to chemically clean the steam generators for both Vogtle units during their fall 2006 and spring 2007 outages, respectively.

Based on a review of the information provided, the Nuclear Regulatory Commission staff concludes that the licensee provided the information required by their technical specifications.

In addition, the staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
