MILLSTONE POWER STATION UNIT 3 IMPLEMENTATION PERIOD FOR PROPOSED TECHNICAL SPECIFICATION CHANGE FOR RECIRCULATION SPRAY SYSTEM In a letter dated September 13, 2005, as supplemented by letter dated June 13, 2006, Dominion Nuclear Connecticut, Inc. (DNC) requested an amendment to Operating License NPF-49 for Millstone Power Station Unit 3 (MPS3). The proposed amendment revises surveillance requirements for the recirculation spray system (RSS) to verify proper initiation of the RSS through actuation of the refueling water storage tank low-low level signal instead of actuation by a timer. The design change to install the necessary circuitry to support the license amendment request is currently planned for implementation during the upcoming spring 2007 refueling outage (3R11). For this reason, the implementation of the proposed license amendment is tied to startup from 3R11. Therefore DNC respectfully requests the license amendment for the RSS be made effective as of the date of issuance with completion of implementation no later than startup from 3R11.
