MILLSTONE POWER STATION, UNIT NOS. 2 AND 3 RE: REQUEST TO USE 1998 EDITION, WITH NO ADDENDA, OF ASME CODE SECTION XI FOR REPAIR/REPLACEMENT ACTIVITIES (TAC NOS. MC7347 and MC7348)
Dear Mr. Christian:
By letter dated June 20, 2005, Dominion Nuclear Connecticut, Inc. (DNC), the licensee for Millstone Power Station, Unit Nos. 2 and 3 (MPS2 and 3), requested approval to use the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),
Section XI, 1998 Edition, with no Addenda, subject to the modifications and limitations imposed by Title 10 of the Code of Federal Regulations (10 CFR) Section 50.55a(b)(2) for repair/replacement activities on Class 1, 2 and 3 components at MPS2 and 3. DNC made its request, in accordance with the requirements in 10 CFR 50.55a(g)(4)(iv), to use the later edition of the ASME Code for the remainder of MPS2s third 10-year inservice inspection (ISI) interval, which is scheduled to be completed by March 31, 2009; and MPS3s second 10-year ISI interval, which is scheduled to be completed by October 23, 2008.
The requirements of 10 CFR 50.55a(g)(4)(iv) allow a licensee to use subsequent editions and addenda of ASME Code Section XI, provided that the editions and addenda are incorporated by reference in, and subject to the limitations and modifications of, 10 CFR 50.55a(b), and subject to Nuclear Regulatory Commission (NRC) approval. The requirements of 10 CFR 50.55a(b)(2) allow use of the 1998 Edition, with no Addenda, subject to the modifications and limitations imposed by 10 CFR 50.55a(b)(2).
Based upon the above information, the NRC staff finds the licensees request to use the 1998 Edition, with no Addenda, of the ASME Code,Section XI for repair/replacement activities for the remainder of the third 10-year ISI interval for MPS2 and the second 10-year ISI interval for MPS3, to be acceptable pursuant to 10 CFR 50.55a(g)(4)(iv).
