SUMMARY

OF MARCH 10, 2006, MEETING WITH CAROLINA POWER &

LIGHT COMPANY (CP&L) REGARDING THE FUEL TRANSITION PROCESS AND LICENSING SUBMITTALS FOR BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 On March 10, 2006, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), representatives of Carolina Power & Light Company (the licensee), and Framatome ANP at NRC headquarters in Rockville, Maryland. The purpose of the meeting was to discuss Progress Energys plan to change the Brunswick Unit 1 and 2 reload fuel vendor (supplier) from GNF-A to Framatome ANP (currently AREVA). The licensee requested the meeting to initiate communications regarding the transition process from Global Nuclear Fuel GE14 fuel to Framatome ANP ATRIUM-10 fuel. The meeting was open to the public as stated in the meeting notice dated February 24, 2006. A list of attendees is provided as an enclosure. CP&L presented an overview of the transition approach, analyses and methodology, and schedule for licensing submittals. The licensee also informed the NRC staff of its plans to upgrade the core monitoring code system (from POWERPLEX II to POWERPLEX III) prior to the fuel transition. The licensee presented plans to use a licensing approach that minimizes changes to the current licensing basis for the Brunswick Plant. CP&L stated that the fuel transition analyses will be performed using assumptions that will bound future use of an expanded operating domain (i.e., Maximum Extended Load Line Limit Analysis Plus); however, the licensee indicated that approval to use an expanded operating domain is being handled separately from the fuel transition.

CP&L identified the scope of the Technical Specification (TS) changes that will be required for the fuel transition, as well as their proposed schedule for submittal of the license amendment applications to request those TS changes. The NRC staff indicated the submittal schedule and scope appeared reasonable based on the licensee's plans to begin using the ATRIUM-10 fuel in March 2008.

The NRC staff noted that the new fuel introduction and reload analyses may not cover all of the analyses required for Extended Power Uprate (EPU) operation. The NRC staff advised the licensee to review and update all of the analyses-of-record for EPU operation based on the transition core and Framatome core, whichever is bounding. The main objective is to ensure all of the analyses required for EPU operation are performed and updated based on the Framatome fuel/core design, analytical methods, and licensing methodologies.

The attendees agreed that a subsequent pre-application working level meeting should be held once CP&L and Framatome develop further information in their fuel transition process. In addition, the NRC staff indicated that a future meeting should be scheduled to discuss in greater detail the content of a future expanded operating domain submittal.
