OFFICE OF ADMINISTRATION FY 2006 OPERATING PLAN October 13, 2005 Assist project managers, in accordance with Service Level Agreement principles, with statement of work preparation and other necessary documentation, using information in office advance procurement plans; aggressively ensure optimum efficiency on individual procurements; and provide leadership to keep acquisition awards on schedule.
Analyze approximately 3,000 invoices per year and ensure ninety percent are processed within 16 calendar days of receipt.
Manage the administration of the Federally Funded Research and Development Center contract.
Close out contracts in accordance with the time standards prescribed in Federal Acquisition Regulation (FAR) Part 4.804-1 (i.e.,
Firm-fixed price contracts, other than those using simplified acquisition procedures, will be closed within 6 months after the date on which the contracting officer receives evidence of physical completion; Cost Reimbursable contracts or contracts requiring settlement of indirect cost rates will be closed within 36 months after the date on which the contracting officer receives evidence of physical completion; and all other contracts will be closed within 20 months after the date on which the contracting officer receives evidence of physical completion.).
Deobligate available excess contract funds. Deobligation will generally occur within 90 days of identification of availability of such funds.
Assure effective communication and planning with acquisition customers through individual customer service surveys.
Assure integrity of procurement process and compliance with procurement statutes as reflected by few sustained challenges to agency contract decisions.
Provide procurement data to fulfill reporting needs for external requirements such as, the Federal Procurement Data System Next Generation, and internal requests such as data inquiries from the OIG. Ensure quality assurance and reconciliation of data prior to submittal.
