FINAL SAFETY EVALUATION REPORT RELATED TO THE LICENSE RENEWAL OF BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 (TAC NOS. MC4639 AND MC4640)
Dear Mr. Scarola:
By letter dated October 18, 2004, Carolina Power & Light Company (CP&L or the applicant) submitted an application to the U.S. Nuclear Regulatory Commission (NRC or the staff) for the renewal of the Brunswick Steam Electric Plant (BSEP), Units 1 and 2, operating licenses for up to an additional 20 years. The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The staff determined that the LRA was complete and acceptable for docketing on December 6, 2004. Since that time, the staff has reviewed CP&L LRA, issued requests for additional information (RAIs), reviewed the applicants responses to the staffs RAIs, and developed a safety evaluation report (SER) dated December 20, 2005.
On the basis of this review, the staff has developed the enclosed final safety evaluation report (FSER) to document its findings associated with the safety review of the LRA and supporting documentation for BSEP, Units 1 and 2.
