REQUEST FOR ADDITIONAL INFORMATION REGARDING ELIMINATION OF TERM CORE ALTERATIONS (TAC NOS. MC7330 AND MC7331)

Dear Mr. Spina:

By letter dated June 7, 2005, Calvert Cliffs Nuclear Power Plant, Inc. requested a change to the Technical Specifications (TSs) for Calvert Cliffs Nuclear Power Plant, Unit Nos. 1 and 2, to eliminate the use of the term Core Alterations. In this regard, you proposed changes that are reflected in TS Task Force (TSTF) TS Change Traveler, TSTF-471-T, Eliminate use of term CORE ALTERATIONS in ACTIONS and Notes.

The Nuclear Regulatory Commission (NRC) staff has reviewed the information provided in support of the application and has determined that additional information is needed to complete its review. Enclosed is the NRC staffs request for additional information (RAI). This RAI was discussed with your staff on March 28, 2006, and it was agreed that your response would be provided within 45 days from the date of this letter.

(the licensee) submitted an application for changes to the Technical Specifications (TSs) for Calvert Cliffs Nuclear Power Plant, Unit Nos. 1 and 2. The licensee requested changes that are reflected in TS Task Force (TSTF) TS Change Traveler 471-T, Eliminate use of term CORE ALTERATIONS in ACTIONS and Notes (TSFT-471). The Nuclear Regulatory Commission (NRC) staff has reviewed the information that the licensee provided and determined that additional information is required in order to complete the evaluation.

In the application, the licensee proposes changes to TS Sections 1.1, 3.3.7, 3.8.2, 3.8.5, 3.8.8, 3.8.10, 3.9.1, 3.9.2, 3.9.3, 3.9.4, and 3.9.6. Further, the licensee stated that these TS requirements impose an operational burden with no corresponding safety benefit and that the term unnecessarily complicates plant operations.

Discuss, and provide details as specific to each TS section proposed to be revised, of the operational burdens that have been experienced because of the term CORE ALTERATIONS. In addition, describe the benefits that would be gained, specific to each proposed change, from the elimination of the term.

Describe the procedural changes and operator training that will performed because of the proposed TS changes, which will ensure that shutdown margin will be maintained during refuel operations.

3.

Confirm that the proposed changes will not impact TS sections not included in this application and the safe operation of the facility.
