SUBJECT:
SUMMARY
OF MARCH 22, 2006, MEETING TO DISCUSS THE MARCH 1, 2006, LICENSE AMENDMENT REQUEST CONCERNING CRITICALITY REQUIREMENTS FOR LOADING AND UNLOADING DRY SPENT FUEL STORAGE CANISTERS IN THE SPENT FUEL POOL (TAC NOS. MD0238, MD0239, AND MD0240)
On March 22, 2006, the Nuclear Regulatory Commission (NRC) met with Duke (the licensee) to discuss the March 1, 2006, license amendment request (LAR) concerning criticality requirements for loading and unloading dry spent fuel pool canisters in the spent fuel pool. is a list of the attendees. Enclosure 2 is the handouts provided by the licensee during the meeting.
The licensee is requesting that the amendments be issued by June 1, 2006, to support the loading of four dry storage canisters, which is scheduled to begin on June 19, 2006. The purpose of the meeting was to aid the NRC staff so that its review can be completed in the short time allotted. During the meeting, the NRC staff raised questions concerning mechanical uncertainties, benchmarking for biases and uncertainties, the credit for boron in Table 6 of the LAR, the temperature and criticality relationship in Table 5 of the LAR, and justification for why a misloading event is bounding, and justification for considering only one misloaded assembly during a misloading event.
The licensee committed to provide responses to these questions in the near future and committed to work closely with the NRC staff to answer future NRC questions.
