INDIAN POINT NUCLEAR GENERATING UNIT NO. 2 - SUPPLEMENT TO RELIEF REQUEST (RR) NO. 73 (TAC NO. MC7306)

Dear Mr. Kansler:

By letter dated June 8, 2005, as supplemented by letter dated November 21, 2005, Entergy Nuclear Operations, Inc. (Entergy or the licensee), requested relief from the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),

Section XI, 1989 Edition, for extending the third 10-year inservice inspection (ISI) interval for reactor vessel weld examinations for Indian Point Nuclear Generating Unit No. 2 (IP2).

The Nuclear Regulatory Commission (NRC) staff concluded, in a letter dated February 22, 2006, that the proposed alternative to the ASME Code requirements in RR No. 73 is justified on the basis that it would provide an acceptable level of quality and safety. Therefore, pursuant to 10 CFR 50.55a(a)(3)(I), the NRC authorized the extension of the third 10-year ISI interval until the end of the spring 2008 refueling outage to complete the IP2 reactor vessel examinations.

By letter dated February 22, 2006, Entergy notified the NRC that the identification description for one reactor vessel weld was inadvertently omitted from the initial relief request and was therefore not listed in the NRC approval letter of February 22, 2006. This is the circumferential bottom head weld, identification RPVC5, in examination category B-A, item number B1.21, of paragraph IWB-2500 and Table IWB-2500-1 of Section XI of the ASME Code. The NRC agrees that this weld is one that should have been listed in the relief request, and that the NRC's approval of the extension includes this weld. Therefore, this letter provides NRC concurrence that weld RPVC-5 is covered under the extension granted in the NRC letter of February 22, 2006.
