Dear Ms. Gbur:
I am responding to your e-mail dated January 25, 2006, addressed to Mr. G. E. Miller, regarding the Oyster Creek Nuclear Generating Station (Oyster Creek). In your e-mail, you expressed concern with the condition of the Oyster Creek drywell liner and requested a copy of a 1996 report on an ultrasonic examination of the drywell liner (the Report) which is referenced in the Oyster Creek license renewal application.
To ensure that the appropriate wall thickness in the drywell liner is maintained, licensees, including AmerGen Energy Company, LLC (AmerGen or the licensee), perform periodic visual and ultrasonic tests in accordance with U.S. Nuclear Regulatory Commission (NRC)-approved codes, such as the code of the American Society of Mechanical Engineers. The results of NRC staff inspections of these tests are documented in inspection reports, which are publicly available through the NRCs Agencywide Documents Access and Management System (ADAMS). ADAMS can be accessed through the NRCs public web site http://www.nrc.gov/reading-rm/adams.html.
The NRC staff is currently reviewing the license renewal application for Oyster Creek. In its application, AmerGen included a time-limited aging analysis addressing drywell liner corrosion.
The NRC staff has not completed its review and has no conclusions at this time. The staff will document its conclusions in a Safety Evaluation Report that will be available at least five months prior to taking any action on the license renewal request.
Although the licensee referenced the Report in its submittal, it did not submit (nor has it previously submitted) the Report to the NRC. As such, the document is not in our possession, but is available for our inspection.
If the document of interest should be submitted to the NRC at a later date, all public parts of the document would be retrievable through the NRCs public document room, or on-line via the ADAMS Electronic Reading Room. To narrow your search when using ADAMS, you may find it useful to limit results by the Oyster Creek Docket Number 50-219 and License Number DPR-16. If you need additional guidance on searching ADAMS, the public document room staff can assist you.
