Dear Mr. Miller:

We are requesting that the 1996 Corrosion Monitoring Report which includes ultrasonic test measurements of the dry well liner be made available for public review.

Pete Resler, Manager, Nuclear Communications Exelon Corporation, informed us that AmerGen will not provide proprietary business information but that it is available at the station to the US Nuclear Regulatory Commission at any time.

However, Jersey Shore Nuclear Watch (JSNW) anid Nuclear Information and Resources Service (NIRS) have tried unsuccessfully for the past nine months to obtain this information from the NRC.

During our recent phone conversation you informed me that the information is not available through the freedom of information Act because it is still at the station, the sole property of AmerGen.

However, you have not explained why this report has not been placed in the public domain since AmerGen stated in their license renewal request that Ultrasonic test measurements were taken up to 1996 in the sand region and through 2004 in other areas of the dry well liner.

As citizen watchdog organizations we are concerned about public safety because by 1992, corrosion had eaten up almost 3/8th of an inch of the steel in the sand bed region which was close to safety limits.

As the NRC project manager daily monitoring Oyster Creek we believe that you have immediate access to this information. We are seeking your cooperation in following through.
