OF JANUARY 30, 2006, MEETING WITH EXELON GENERATION COMPANY, LLC, REGARDING REQUEST FOR LICENSE AMENDMENTS RELATED TO APPLICATION OF ALTERNATIVE SOURCE TERM (TAC NOS.

MC2295 AND MC2296)

On January 30, 2006, a Category 1 public meeting was held between the Nuclear Regulatory Commission (NRC or the Commission) and representatives of Exelon Generation Company, LLC (Exelon) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The meeting was scheduled at the request of Exelon. The purpose of the meeting was to discuss technical issues associated with Exelons request for license amendments related to application of alternative source term (AST) at the Limerick Generating Station, Unit Nos. 1 and 2 (LGS). The original AST application was dated February 27, 2004 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML040980153) and was supplemented by a response dated October 10, 2005 (ML053330353), to the NRC staffs Request for Additional Information (RAI). The meeting agenda is provided as Enclosure 1 and a list of attendees is provided as Enclosure 2.

The meeting began with general opening remarks made by Mr. Darrell Roberts, Branch Chief, Division of Operating Reactor Licensing (DORL)/Office of Nuclear Reactor Regulation (NRR) and Ms. Theresa Valentine, Assistant Project Manager for LGS, DORL/NRR. Ms. Valentine discussed the Category 1 meeting designation, level of public participation, meeting purpose, schedule, and objectives.

Next, Ms. Pamela Cowan, Licensing and Regulatory Affairs Director, Exelon, opened the discussion by describing past interactions between Exelon and NRC staff on the AST application. Mr. Tom Mscisz, Senior Engineer, Exelon, began the technical discussion of each of the four postulated accidents in the AST analysis: loss of coolant accident (LOCA), fuel handling accident (FHA), control rod drop accident (CRDA), and main steamline break (MSLB). For each accident, Mr. Mscisz discussed changes in plant parameters between the February 2004, application and October 2005, supplement and clarified how the analyses conformed with NRC staff positions in Regulatory Guide (RG) 1.183, Alternative Radiological Source Terms for Evaluating Design Basis Accidents at Nuclear Power Reactors. The meeting handouts were excerpts from the October 2005, supplement, and are available in ADAMS:

  • Conformance with RG 1.183 Appendix D (MSLB), Table 2.1 to ML053330370 During the discussion of the postulated accidents, other participants included Mr. Mark Blumberg, Senior Reactor Engineer, Division of Risk Assessment (DRA)/NRR; Mr. Elliott Flick, Senior Manager of Programs Engineering, Exelon; Mr. Ron Hess, Design Engineer, Exelon; Mr. Ed Forrest, Reactor Systems Engineer, DRA/NRR; Mr. Paul Reichert, Consulting Scientist, Washington Group International; and Mr. Aleem Boatright, Nuclear Engineer, Washington Group International.

The meeting continued with a discussion, led by Mr. Mark Blumberg, of questions raised during NRC staff review of Exelons October 2005, RAI responses. These questions, combined with questions from the first part of the meeting on the postulated accidents, provided approximately 10 technical issues for discussion in a breakout session that followed. Additional meeting participants who joined in this discussion included Mr. Brad Harvey, Physical Scientist, DRA/NRR; Ms. Michelle Hart, Health Physicist, DRA/NRR; and Mr. Harold Rothstein, Supervising Engineer, Washington Group International.

The meeting concluded with a discussion of approximately 12 action items for both Exelon and the NRC staff, to be discussed in a future teleconference.

Pursuant to the Commissions Policy Statement on Enhancing Public Participation in NRC Meetings, (67 FR 36920), dated May 28, 2002, the meeting was open to the public for observation and opportunity to communicate with the NRC staff following the business portion of the meeting. One member of the public was in attendance and was given the opportunity to ask the NRC staff questions. The meeting adjourned at approximately 5:00 p.m.

Several Public Meeting Feedback forms were received that provided positive feedback on the meeting logistics and openness to questions. In their comments on the forms, the participants suggested recording similar meetings in the future and providing better access to background information for public meetings on the Internet. All feedback forms will be entered into the NRCs electronic database for review by the NRR Senior Communications Analyst and the Office of the Executive Director for Operations.
