SUBJECT:
SUMMARY
OF THE JANUARY 10, 2006, PUBLIC MEETING TO DISCUSS FENOC FLEET PERFORMANCE AS WELL AS PERFORMANCE AND CHALLENGES AT THE FENOC NUCLEAR POWER PLANTS On January 10, 2006, the Nuclear Regulatory Commission (NRC) held a public meeting at the Beaver Valley Nuclear Power Station Training Building, Shippingport, Pennsylvania. The meeting was held between NRC Region I and Region III management and staff, and site and corporate representatives of First Energy Nuclear Operating Company (FENOC). The purpose of the meeting was to discuss the performance of the FENOC fleet, which includes Beaver Valley Units 1 and 2 in Pennsylvania (located in NRC Region I), and the Perry and Davis-Besse plants in Ohio (located in NRC Region III). The meeting was a followup to a similar meeting held on November 16, 2004, in Painesville, Ohio. The meeting notice can be found in ADAMS as ML053570234. A list of meeting attendees and a copy of the licensee presentation are attached.
After introductory comments by NRC senior management from Regions I and III, FENOC presented an overview of fleet operation, fleet organizational philosophy, and the progress over the last year in FENOC developing as a fleet of nuclear power plants. FENOC then presented a review of the 2005 performance at each site, including top focus areas, and challenges and plans for 2006. A common theme of improving site performance through safe, secure, reliable, event-free operation was emphasized.
The meeting provided a useful forum to discuss common themes at the FENOC plants with the NRC Regions and the Office of Nuclear Reactor Regulation. The meeting concluded with a
discussion of plans to continue these meetings involving the NRC regions and program offices and all plants in the FENOC fleet on an annual basis.
