Hope Creek Generating Station Docket No. 50-354 License Change Request H05-12 PSEG Nuclear LLC (PSEG) submitted the subject change request to the Nuclear Regulatory Commission (NRC) on August 4, 2005. The proposed change would revise TS 3.7.1.3, "Ultimate Heat Sink" to allow a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> average temperature to be used if the ultimate heat sink (UHS) temperature exceeds 89.5 F temperature provided the UHS temperature or safety auxiliary cooling system (SACS) temperature does not exceed 95 F.

The New Jersey Department of Environmental Protection's Bureau of Nuclear Engineering (NJ DEP BNE) reviewed the request in accordance with the requirements of 10 CFR 50.91(b),

resulting in the following comment.

PSEG did not address the effects, if any, that the proposed Hope Creek extended power uprate might have on its technical analysis of the subject change. PSEG should revise this analysis to include the results of its review of the extended power uprate in relation to the proposed change.

The revised analysis should be forwarded to both the NRC and the NJ DEP BNE.
