ASSESSMENT FOLLOWUP LETTER - CRYSTAL RIVER UNIT 3
Dear Mr. Young:
In a letter dated September 21, 2005, the NRC informed you of the final significance determination for a White inspection finding in the mitigating systems cornerstone for Crystal River Unit 3. This finding, which was identified during a fire protection inspection, involved unprotected post-fire safe shutdown cables and related non-feasible local operator actions.
Pursuant to Manual Chapter 2515, Appendix B, Supplemental Inspection Program, one White NRC identified finding dictates that the NRC perform the Supplemental Inspection described in Inspection Procedure 95001, Inspection for One or Two White Inputs in a Strategic Performance Area. The NRC plans to conduct the 95001 Supplemental Inspection during the week of January 23 - 27, 2006. This schedule was discussed by Mr. D. Herrin, Lead Engineer in your Licensing and Regulatory Programs group and Mr. P. Fillion of our office on December 8, 2005. The onsite inspection will be performed by Mr. N. Merriweather, a Senior Reactor Inspector based at the Region II office. He may be accompanied by an inspector in our training program or a recently qualified inspector.
The inspection will consist of a review of your root cause determination and extent of condition evaluations, plus a review of proposed corrective actions. During the in-office preparation phase of the inspection, you will probably be requested to send documents directly related to the finding and your evaluations. As discussed with Mr. Herrin, it is possible, though not anticipated, that the inspection will require more than one week. In that event, Mr.
Merriweather will coordinate the additional inspection time with your staff.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
