REFERENCE:

(a) Letter from Mr. G. Vanderheyden (CCNPP) to Document Control Desk (NRC), dated January 27, 2005, License Amendment Request: Change Regarding Mode Change Limitations Using the Consolidated Line Item Improvement Process In Reference (a) we requested changes to the Technical Specifications to modify mode change limitations in Limiting Condition for Operation (LCO) 3.0.4 and Surveillance Requirement 3.0.4. One of the optional requested changes would allow a mode change with an inoperable diesel generator if a risk assessment would support it. Upon further consideration, we are withdrawing this portion of the original request. We recognize that this portion of the request is substantially beyond the scope of the Consolidated Line Item Improvement Process safety evaluation and do not wish to pursue it at this time.

Therefore, we wish to amend our previous submittal (Reference a) to remove our request to allow mode changes with an inoperable diesel generator using LCO 3.0.4.b. We now request the addition of a Note to LCO 3.8.1 prohibiting the use of LCO 3.0.4.b for diesel generators, as described in Technical Specification Task Force (TSTF)-359-A, Revision 9. Please replace marked-up pages 3.8.1-2, 3.8.1-3, and 3.8.1-6 in Reference (a) with the attached marked-up page (Attachment 1). The No Significant Hazards Consideration determination and Environmental Evaluation presented in the Nuclear Regulatory Commission Notice of Availability published on April 4, 2003 remains valid for the reduced scope of this request.
