Regulatory Performance Meeting Oconee Nuclear Station Seneca, South Carolina September 20, 2005

Purpose of Todays Meeting Discuss corrective actions associated with safety significant inspection findings to arrive at a shared understanding of the performance issues, underlying causes, and planned licensee actions.

Degraded Cornerstone Two White findings in the Mitigating Systems Cornerstone placed the performance of Oconee Units 1,2, and 3 in the Degraded Cornerstone Column of the NRCs Action Matrix for the third quarter 2004.

The licensee placed the identified deficiencies in its corrective action program and performed an evaluation of the root and contributing causes for both the individual and collective issues.

Degraded Cornerstone The licensees evaluation was reviewed with Inspection Procedure 95002, Supplemental Inspection for One Degraded Cornerstone Or Any Three White Inputs in a Strategic Performance Area.

Mitigating System White Findings The first White finding (3rd Quarter 2003) involved pressurizer ambient heat losses in all three Oconee units exceeding the capacity of the pressurizer heaters powered from the standby shutdown facility (SSF).

The second White finding (3rd Quarter 2004) involved procedural criteria for manning the SSF during a fire in certain areas.

95002 Inspection The finding associated with pressurizer ambient heat losses was evaluated and closed in Supplemental Inspection Report 2004-011. Inspectors relied on the results from this report to address this issue.

An inspection conducted May 31 through June 2, 2005 focused on the second White finding involving the procedural criteria for manning the SSF.

Inspection Results Corrective actions completed and those planned are appropriate to resolve the deficiencies associated with the White findings.

The team found the licensees root cause evaluation to be generally systematic and thorough.

The team observed opportunities for improvement in the licensees processes for determining root and contributing causes, extent of cause, and corrective actions.

No findings of significance were identified during the inspection.
