05-245-R A RESOLUTION OF THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF BERKELEY DETERMINING THE EVACUATION PLAN FOR THE OYSTER CREEK NUCLEAR GENERATING STATION TO BE INADEQUATE TO PROTECT BERKELEY TOWNSHIP AND AREA RESIDENTS.
July 12, 2005 WHEREAS, the Oyster Creek Nuclear Power Plant in the Township of Lacey has not provided adequate security or an adequate evacuation plan in the event of an emergency; and WHEREAS, part of the evacuation plan is based upon the 1990 census and Ocean County's population has increased by about 63,000 residents and is one of the fastest growing counties in New Jersey; and WHEREAS, the tourist population swells during the summer months; and WHEREAS, 9/11 was a wake up call that we are vulnerable and we need to take seriously all factors that may cause a catastrophe or worsen the outcome; and WHEREAS, the Oyster Creek Generating Station's Mark I Reactor's radiation containment system is obsolete and has been heavily criticized by former Nuclear Regulatory Commissioners; and WHEREAS, the on-site modules filled with nuclear waste and the fuel pool may pose and attractive target for terrorists; and WHEREAS, the Nuclear Regulatory Commission (NRC) and the owners of Oyster Creek Nuclear Facility have not provided credible security for citizens, even after being exposed by Channel 12; NOW, THEREFORE, BE IT RESOLVED by Township Council of the Township of Berkeley that the Township determines the evacuation plan for the Oyster Creek Generating Station to be entirely inadequate for the protection of area residents; and be it further RESOLVED, that a certified copy of the within Resolution be forwarded by the Township Clerk to the following:
