OF MEETING HELD ON JULY 6, 2005, WITH SOUTHERN CALIFORNIA EDISON TO DISCUSS MANAGEMENT OF INCONEL 600 MATERIAL AT SAN ONOFRE NUCLEAR GENERATING STATION (SONGS), UNITS 2 AND 3 (TAC NOS. MC7522 AND MC7523)

On July 6, 2005, Southern California Edison (SCE or the licensee) met with the U.S. Nuclear Regulatory Commission (NRC) staff to discuss its plans for managing Inconel 600 materials inspections during the next refueling outage at SONGS, Units 2 and 3.

The NRC opened with comments about this meeting being one of a few times where a licensee has come to provide an advance briefing of its inspection plans for upcoming outages. The NRC staff suggested that perhaps a telephone call after the next outage would allow everyone to gather feedback on the helpfulness of this briefing.

The licensee next gave its presentation, attached and available on the Agency Document Access and Management System (Accession No. ML052010117), which addressed SCEs plans for performing inspections on steam generators, reactor pressure vessel head, pressurizer heater sleeves, reactor coolant system penetrations, and reactor coolant system 82/182 butt welds.

The NRC staff had various questions throughout the presentation. Action items from the meeting include:

! SCE was asked to expedite its requests for relief for (1) reactor pressure vessel head nozzle no. 56 with a 78 percent through wall flaw in Unit 3, and (2) temper bead repair methodology for the reactor pressure vessel head vent nozzle. SCE agreed to provide an improved forecast of dates for submitting both items.

! SCE will confirm for the NRC staff if it has approval to implement leak-before-break methodology, especially for piping systems with 82/182 butt welds.

! SCE will confirm if there are any exceptions to the 100 percent bare metal visual inspections for butt welds.

D. Collins  ! SCE will inform the NRC about how it intends to address the potential for having flaws in the J-groove welds of the proposed new reactor vessel heads (reviewing industry experience at plants that have undertaken head replacement).

! SCE will confirm with the NRC whether any exceptions were taken to the Appendix VIII Performance Demonstration Initiative (PDI) inspections of the Alloy 82/182 butt welds.

! SCE will inform the NRC whether the PDI inspections are capable of sizing a flaw, and if SCE is using a manual inspection technique.

! SCE will provide the NRC with a copy of its current Alloy 600 program, and a copy of the updated program following the incorporation of MRP-126.
