COMMENT LETTER NUMBER 4 - NRC STAFF COMMENTS ON NEI 04-01, REVISION D, DRAFT GUIDELINE FOR COMBINED LICENSE APPLICANTS UNDER 10 CFR PART 52

Dear Mr. Bell:

By letter dated December 21, 2004, NEI submitted NEI 04-01 to facilitate the discussion with NRC concerning the information needed to evaluate a combined license application (ADAMS Accession Number ML050110295). Enclosed is a table (ADAMS Accession No. ML051930012) which includes NRC staff first-round comments on portions of NEI 04-01. The U.S. Nuclear Regulatory Commission (NRC) plans to issue additional first-round comment letters on NEI 04-01, Revision D, with the goal of issuing a complete set of first-round comments by the end of June 2005. Each comment has been numbered such that the NRC can track its resolution. The comments have been segregated into either comments the staff believes are needed to make the guidance reflective of NRC regulations and guidance or suggested changes to improve the guidance.
