SUMMARY
OF JUNE 30, 2005, MEETING TO DISCUSS THE LICENSING BASIS FOR HIGH ENERGY LINE BREAK (TAC NO. MC5457)
On June 30, 2005, the Nuclear Regulatory Commission (NRC) met with Duke Energy Corporation (the licensee) to discuss the licensing basis for high energy line break (HELB) for Oconee Nuclear Station, Units 1, 2, and 3. Attachment 1 provides a list of the attendees. contains the slides presented by the licensee during the meeting.
The licensee discussed its HELB Revalidation Project that began in 1999. The objective of the project is to revalidate and update, as necessary, the conclusions reached in the original licensing basis (based on a 1973 report) for the current plant configuration. The licensee is expecting to submit license amendment requests (LARs) that will clearly define the licensing basis. The LARs are scheduled to be submitted for Unit 1 in the fourth quarter of 2006, for Unit 2 in the first quarter of 2007, and for Unit 3 in the second quarter of 2007.
The licensee stated that it believes that Oconee is in compliance with its original licensing basis for HELB. However, the NRC staff raised several concerns regarding Oconees compliance with its original licensing basis for HELB. Therefore, the licensee and NRC staff will have further discussions on the following issues:
(1) Does the original licensing basis require that the plant be designed to withstand the effects of jet impingement from pipe cracks?
(2) Does the original licensing basis require that the plant be brought to cold shutdown following an HELB?
(3) What modifications are needed to achieve compliance with the licensing basis with respect to flooding in the east penetration room and the effects of this flooding on the high-pressure injection pumps?
