SUMMARY
OF MEETING HELD ON MAY 24, 2005, WITH THE PALO VERDE NUCLEAR GENERATING STATION LICENSEE RE: STATION BLACKOUT DESIGN ISSUES On May 24, 2005, Arizona Public Service Company (APS), the licensee for the Palo Verde Nuclear Generating Station, Units 1, 2, and 3, met with the Nuclear Regulatory Commission (NRC) staff at the NRC headquarters in Rockville, Maryland. The purpose of the meeting was to discuss issues related to the Station Blackout Design Basis for the site. Specifically, APS identified the actions necessary to extend the current 4 hour4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> coping period to a 16 hour1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> coping period. These actions would consist of new analyses, limited amount of new equipment, and revised operator procedures. APS concluded that Regulatory Guide 1.155 acceptance criteria for 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> could be successfully demonstrated. APS plans to submit a letter in the near future providing the details of their proposal, including a schedule for providing the NRC staff with the final analysis and when complete implementation of all the actions could be achieved.
Assuming there are no significant issues identified by the NRC staff with the licensee<s proposed actions, the NRC staff plans to use this letter as a basis for proceeding with the issuance of the power uprate license amendment for Palo Verde Units 1 and 3.
