POINT BEACH NUCLEAR POWER PLANT, UNIT 2 - REQUEST FOR ADDITIONAL INFORMATION REGARDING PROPOSED LICENSE AMENDMENT FOR REACTOR VESSEL HEAD HANDLING (TAC NO. MC6729)
Dear Mr. Koehl:
The Nuclear Regulatory Commission (NRC) staff has reviewed your license amendment request for Point Beach Nuclear Power Plant Unit Nos. 1 and 2 dated April 29, 2005 (ML051300534), as supplemented by letters dated May 13 (ML051450351) and May 19, 2005 (not yet available in public electronic reading room). The proposed amendment would incorporate an analysis of a reactor vessel head handling event into the Final Safety Analysis Report. Your letter dated May 13, 2005, superceded the April 29, 2005, submittal and modified the proposed amendment to apply only to Unit 2. On May 27, 2005 (ML051470299), NRC staff submitted a request for additional information. You responded to this request by letter dated June 1, 2005 (not yet available in public electronic reading room). The NRC staff has identified areas where additional information is needed to complete its review of the amendment request.
The enclosure provides the NRC staffs request for additional information related to the May 13, 2005, supplement. On June 3, 2005, these questions were informally provided to your staff for review to ensure that the intent of the questions was clearly understood and/or to identify any instances where the requested information had already been provided to the NRC staff on the docket. A mutually agreeable response date of June 6, 2005 was established with Mr. Aldo Capristo.

Point Beach Nuclear Plant, Unit 2 Reactor Vessel Head Handling Event Request for Additional Information Docket No. 50-301 The following additional information related to your May 13, 2005, letter is being requested by Nuclear Regulatory Commission staff:

What were the bases for establishing the human error probability (HEP) of 4.5E-4 for failure to initiate containment spray, and failure to establish sump recirculation after refueling water storage tank draindown in the postulated large loss-of-coolant accident scenario? What accident diagnosis and performance shaping factors were considered in the calculation of the HEP?

How did these HEPs, in combination with other equipment failure probabilities, in the postulated accident sequence(s) result in a conditional core damage probability (CCDP) estimate of 7.3E-3? What were the dominant cutsets that contributed significantly to the CCDP estimate of 7.3E-3? Which of the two HEPs were the significant risk drivers in the dominant cutsets?

What is the impact on the CCDP estimate if the HEP values were 1E-3, 1E-2, or 1E-1 instead of 4.5E-4?

Please discuss the impact of the response to Question 5 in your May 13, 2005 letter on the probabilistic risk analysis.
