Gentlemen:
Pursuant to 10 CFR § 50.90, Southern California Edison (SCE) requests an amendment to Facility Operating Licenses NPF-10 and NPF-15 for the San Onofre Nuclear Generating Station, Units 2 and 3 (SONGS 2&3) by approving a change in the SONGS Physical Security Plan (PSP). In the referenced letter, the U. S. Nuclear Regulatory Commission (NRC) approved the revised SONGS PSP submitted by SCE on October 19, 2004 and amended Section 2.E of the Operating Licenses to reference the revised SONGS PSP.
SCE seeks a change to the SONGS PSP described in Enclosures 2 and 3 to this letter.
This change will result in a more effective utilization of the SONGS security force while continuing to comply with the revised Design Basis Threat, NRC approved implementation guidance and security plan template. Your prompt attention to this amendment request would, therefore, be appreciated.
Note that Enclosure 2 to this letter and its attachments contain safeguards information as defined by 10 CFR § 73.21. This letter may be decontrolled upon separation from and its attachments.
SCE has evaluated this amendment request under the standards set forth in 10 CFR § 50.92(c) and determined that a finding of "no significant hazards consideration" is justified. SCE's evaluation is given in Enclosure 3 to this letter.
