Gentlemen:
By letter dated August 23, 2004, Nine Mile Point Nuclear Station, LLC (NMPNS), submitted the notification of the irradiated fuel management plan for Nine Mile Point Unit 1 in accordance with 10 CFR 50.54(bb).
By letter dated February 11, 2005, the NRC requested additional information regarding the irradiated fuel management plan. NMPNS responses to this request for additional information are provided in Attachment I, except for item (4), which will be provided by June 10, 2005, per discussions with the NRC Staff on May 12,2005.

ATTACHMENT 1 Nine Mile Point Unit I Responses to NRC Request for Additional Information (RAI)
Regarding Irradiated Fuel Management Plan per 10 CFR 50.54(bb)
The requests are repeated below, followed by the Nine Mile Point Nuclear Station (NMPNS) response.
RAI For the NRC to evaluate and provide preliminary approval of the NMPI spent fuel management andfiunding program, the licensee needs to provide supplemental information to include:
(1)
The estimated cost to isolate the spent fuel pool and fiel handling systems, or the cost to construct an independent spent fuel storage installation; (2)
The estimated annual cost for the operation of the selected option (wet or dry storage or a combination of the two) until the Department of Energy (DOE) takes possession of the fiel; (3)
The estimated costfor the preparation, packaging, and shipping of thefuel to DOE; (4)
The estimated cost to decommission the spent fuel storage facility; and (5)
A brief discussion of each of the areas identified above and the estimated time periodsfor these activities.
NMPNS Response (1)
The estimated cost to isolate the spent fuel pool and fuel handling systems is $3.32 million. This cost is based on spent fuel pool isolation costs at other decommissioning facilities and engineering judgment. This cost is considered part of the activities necessary to maintain the spent fuel in a safe and controlled state both during the initial decommissioning activities and during the wet storage period. Most of this cost would be incurred in the year 2010.
The Nine Mile Point Unit 1 (NMP1) Irradiated Fuel Management Plan, which is premised on cessation of NMP1 operation at the end of the current operating license, does not currently consider construction of an independent spent fuel storage facility.

The estimated annual cost for the operation of NMP1 associated with the wet storage option is $6.26 million. This cost is based on actual costs at decommissioned facilities, Page 1 of 2
estimated costs for facilities similar to NMPI, and engineering judgment. These costs would be incurred annually, during the wet storage period, beginning in year 2011 and continuing through 2060.

The estimated cost for preparation, packaging and shipping of fuel to the Department of Energy (DOE) is $29 million. This cost includes heavy equipment rental, health physics supplies and decommissioning contractor staffing costs, which are based on estimated costs for other facilities similar to NMP1 and engineering judgment. This cost would be incurred throughout the wet storage period, beginning in year 2025 and continuing through 2045.

Per discussions with the NRC Staff on May 12, 2005, NMPNS will provide the response to this item by June 10, 2005.
