Potential Impact of Debris Blockage on Emergency Sump Recirculation at Pressurized Water Reactors By letter dated December 16, 2004 Duke Energy Corporation (Duke) provided a revision to the commitments made in association with Duke's responses to NRC Bulletin 2003-01. The commitment that was revised adds procedure steps to direct an early manual start of a containment air return fan during certain small break loss of coolant accidents. Duke had committed to have these procedure changes and the associated operator training complete for Catawba and McGuire Nuclear Stations by December 31, 2004. However, Duke discovered the need to evaluate the effect of this procedure change for loss of coolant accident (LOCA) scenarios at reduced reactor coolant system temperatures. The potential concern was that for these scenarios this action could adversely affect Emergency Core Cooling System (ECCS) inventory margins.
Therefore, Duke revised this commitment to allow additional evaluation to be performed prior to completing these procedure changes.
In the December 16, 2004 letter, Duke committed to complete additional evaluation by April 30, 2005 of the impacts of procedure changes that would direct an early manual start of a containment air return fan for Catawba and McGuire. Duke has completed the additional evaluation of these changes and determined that these actions are prudent and will not adversely impact ECCS inventory margins; however, a license amendment is required for implementation. As committed in the December 16, 2004 letter from Duke to the NRC, a license amendment request regarding the early manual start of the containment air return fan will be submitted by June 30, 2005.
