Dear Sir:

Subject:

Oyster Creek Generating Station Facility Operating License No. DPR-16 Docket No. 50-219 . ., , .

Technical Specification ChangeReques~t>Io. 319 Revision to Table 3.1.1 Notes-aa and bb Regarding Reactor Building Closed Cooling Water Pumpand Service Water Pump Trip Conditions AmerGen Energy Company, LLC (AmerGen)' submitted the proposed subject change, No. 319, to the Oyster. Creek Tecljnical Specifications (TS) by letter to the NRC dated February 24, 2005.

The'piopo'sed Wh-nge'w0old'claify tlhe conditions under which the Reactor Buildin,g Closed Cooling Water (RBCCW) pumps and the Service Water (SW) pumps will tripj'during'a Loss of Coolant Accident (LOCA). The existing notes aa and bb in Table 3.1.1, "Protective' Instrumentation Requirements," state that the RBCCW pumps and SW pumps will trip during a LOCA. The proposed change revises the notes to clarify that the RBCCW and SW pumps will trip during a LOCA only if offsite power is unavailable.

In addition, an editorial change is being proposed to TS page 3.6-2 regarding the incorrect location of a footnote, which was inadvertently relocated under TS Amendment 166, approved on December 13, 1993.

The New Jersey Department of Environmental Protection, Bureau of Nuclear Ei.gin'eering, has no comments on AmerGen's proposed 'hanje If you need to discuss the su'bject further~please conta'ct Ron.Zak at (609)984-7458-' ' ' ": .
