OF APRIL 20, 2005, CATEGORY 1 MEETING WITH FENOC TO DISCUSS THE LICENSEES IMPROVED TECHNICAL SPECIFICATION CONVERSION LICENSE AMENDMENT APPLICATION DATED FEBRUARY 25, 2005 (AGENCYWIDE DOCUMENTS ACCESS AND MANAGEMENT SYSTEM (ADAMS)

On April 20, 2005, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of FENOC, the licensee for BVPS-1 and 2, and its contractor, EXCEL Services Corporation (EXCEL) at the NRC headquarters located at One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the staffs acceptance review results regarding the proposed license amendment application to convert the BVPS-1 and 2 current Technical Specifications to the Improved Technical Specifications (ITS). The proposed ITS is intended to be consistent with the Improved Standard Technical Specifications as described in NUREG-1431, "Standard Technical Specifications - Westinghouse Plants," Revision 2, with additional changes to make the resulting BVPS-1 and 2 ITS more consistent with Revision 3 of NUREG-1431.
The staff reviewed the proposed application according to its conversion screening criteria and determined that the proposed license amendment request provided sufficient information for the staff to proceed with the review. During the meeting the staff discussed lessons learned from the Donald C. Cook Nuclear Plant ITS conversion, scheduling, and review procedures. A training session was provided by the licensee and its contractors regarding the use of the open item database. This web-based system which is open to the public provides an efficient means of communication between the staff and the licensee to resolve licensing and technical issues generated during the review process.
