OF MARCH 11, 2005, MEETING WITH ENERGY NORTHWEST ON THE RISK-INFORMED DIESEL GENERATOR ALLOWED COMPLETION TIME EXTENSION (TAC NO. MC3203)

On March 11, 2005, representatives of Energy Northwest met with the Nuclear Regulatory Commission (NRC) staff to discuss the risk-informed diesel generator allowed completion time extension.

Energy Northwest outlined the new design since the last phone call and reviewed their draft responses to the NRC staff questions. The NRC staff indicated concerns with differences between Energy Northwest's submittal and that approved for River Bend Station. Energy Northwest explained that they cannot match River Bend's response exactly due to differences in the design and in their docketed station blackout response. Meeting the risk and deterministic concerns also led them to this new approach. The NRC staff questioned, from a deterministic standpoint, that the battery capacity can be extended from 4 to 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> without revising the station blackout analysis which was done for only 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> (condensate water inventory and heat loads in the pump rooms, switchgear and battery rooms).

Energy Northwest commented that they will revise their responses to address the staff's concerns, comments and questions. The NRC staff stated that follow up communication will be required once the design is complete, so that open issues can be resolved. Finally, Energy Northwest discussed the proposed schedule for completion of the design. Energy Northwest was appreciative of the staff's feedback. The meeting concluded with the staff expressing their appreciation for the presentation.
