SUBJECT:
SUMMARY
OF MARCH 21, 2005, MEETING WITH EXELON NUCLEAR REGARDING THE PERFORMANCE OF THE 1C LOOP STOP ISOLATION VALVE AT BYRON STATION, UNIT 1 (TAC NO. MC6312)
On March 21, 2005, a Category 1 public meeting was held between the Nuclear Regulatory Commission (NRC) and representatives of Exelon Nuclear, the licensee for Byron Station, Unit 1 at the NRC Region III offices in Lisle, Illinois. The purpose of the meeting was to exchange information with the NRC regarding the licensees decision to postpone maintenance on a cold leg loop stop isolation valve (LSIV). A list of attendees is provided as Enclosure 1.
The licensee presented information (see Enclosure 2) that included: the chronology of the decision to postpone the maintenance, the performance history of the valve, industry experience with this type of valve, analyses performed, and future plans for monitoring and inspection. The licensee also included several photographs of LSIV components and markups.
The potential degraded condition of the IC LSIV was brought to the attention of the NRC through a petition for enforcement action submitted on March 2, 2005, under 10 CFR 2.206.
Information obtained at the meeting on the condition of the valve and the potential for it to generate loose parts which could find their way into the reactor coolant system, was used by the NRC in its deliberations to determine whether immediate actions needed to be taken prior to the unit restarting from the current refueling outage as requested by the petitioner. The remaining issues discussed in the 2.206 petition will be evaluated through the 2.206 petition process.
