Duke Energy Corporation McGuire Nuclear Station, Units 1 and 2 Docket Nos. 50-369 and 50-370 Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413 and 50-414 Voluntary Commitments for Leakage Detection On February 24, 2005 representatives from Catawba Nuclear Station, McGuire Nuclear Station, and the Nuclear Regulatory Commission (NRC) participated in a telephone conference call to discuss reactor coolant system (RCS) leakage detection instrumentation.
Participants included John Nakoski, Mike Ernstes, Bob Carroll, Eugene Guthrie, and Joe Brady from the NRC; Bryan Dolan, Mike Glover, and Tom Harrall from Duke Energy Corporation (Duke).
This letter is to document the following verbal, voluntary commitments made by Duke during the telephone conference call.
- 1. A combined McGuire and Catawba license amendment request (LAR) will be submitted to the NRC to clarify the leakage detection capabilities for the Containment Floor and Equipment Sump, Incore Instrument Room Sump, and Containment Atmosphere Radioactivity Monitors (gaseous and particulate).
The LAR will include a discussion on previous McGuire and Catawba leak-before-break submittals.
The LAR will be submitted by July 2005.
- 2. The operator aid computer (OAC) alarm setpoints for the containment atmosphere radioactivity monitors (gaseous and particulate) will be set as low as practicable considering the actual concentration of radioactivity in the RCS and the containment background radiation concentration.
The setpoints will be high enough to prevent false alarms. The voluntary commitment for the OAC alarm setpoints will remain in effect unless the NRC is notified of a commitment change.

- 3. Catawba and McGuire will continue to perform the actions recommended for the Catawba TS 3.4.15 Condition B for the containment atmosphere radioactivity monitors.
These actions are:
Analyze grab samples of the containment atmosphere once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> OR Perform Surveillance Requirement 3.4.13.1 once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. The surveillance requirement states "Verify RCS Operations LEAKAGE within limits by performance of RCS water inventory balance."
These actions are to enhance the leakage detection capabilities.
The containment atmosphere radioactivity monitors are currently considered operable.
The voluntary commitment for the above grab samples or inventory balance will be in place until either the LAR is approved or NRC notification that this action is no longer necessary -
whichever is sooner.
These commitments are being tracked within the corrective action program C-05-1017 and M-04-5611.
