OF A TELEPHONE CONFERENCE HELD ON FEBRUARY 24, 2005, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND THE SOUTHERN NUCLEAR OPERATING COMPANY CONCERNING THE REVIEW FOR THE JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION (TAC NOS.

MC0774 AND MC0775)

The U.S. Nuclear Regulatory Commission staff and representatives of Southern Nuclear Operating Company (SNC or the applicant) held a telephone conference on February 24, 2005, to discuss a question pertaining to the Joseph M. Farley Nuclear Plant (FNP) license renewal application.

The conference call was useful in clarifying the intent of the staffs question. On the basis of the discussion, the applicant was able to better understand the staff's question. No staff decisions were made during the telephone conference, and the applicant agreed to provide information for clarification. provides a list of the telephone conference participants. Enclosure 2 contains the question discussed with the applicant, including a brief description on the status of the item.

The applicant has had an opportunity to comment on this summary.

REVIEW OF LICENSE RENEWAL APPLICATION (LRA) FOR FARLEY UNITS 1 AND 2 February 24, 2005 On February 23, 2005, the staff sent the following question via e-mail to the applicant. The staffs question and the associated discussion with the applicant, held on February 24, 2005, are presented below:

Buried Piping and Tank Inspection Program In the Buried Piping and Tank Inspection Program for Farley, there was an exception to Generic Aging Lessons Learned (GALL) Report that allowed for opportunistic inspection of these components instead of inspection based on a scheduled frequency. In the proposed update to the GALL Report, this aging management program (AMP) was changed such that this would no longer be an exception. This revised AMP also states that "Upon entering the period of extended operation, the licensee is to perform an inspection within ten years, unless an opportunistic inspection occurred within this ten-year period."

Will Farley perform an inspection within ten years if an opportunistic inspection has not occurred?

Discussion: The applicant indicated that the question is clear, and that it will respond to this question with a letter that will be forthcoming.
