Date: May 28, 2004 NOTE TO FILE ON DOCKET 50-368 LICENSEE RESPONSES TO QUESTIONS FROM NRR TO ANO-2 MANAGEMENT REGARDING TIA-2004-01 REQUIREMENTS INTENDED TO CONTROL THE DEGRADATION OF CLASS 1E BATTERIES DURING MAY 2004, Management at ANO-2 responded to a number of questions that Project Manager, Drew Holland asked the licensee on behalf of Matthew McConnell and Saba Saba of EEIB in the Division of Engineering. A partial response to the questions by the licensee is provided by the attachment to this note to file.

The questions asked were as follows:

1) When did the initial equalizing charge take place for the cell that replaced cell 41 in2D1?

PROCJWORK PLAN NO. PROCEDURE/NORK PLAN TITLE: PAGE: 2 of 44 2403.001 UNIT II 2D11 PERFORMANCE TEST ELECTRICAL MAINTENANCE CHANGE: 009-01-0 1.0 PURPOSE 1.1 The purpose of this procedure is to provide instructions for the Performance Discharge Test per IEEE 450-1980 on Unit 2, 2D11 battery.

This test is normally performed every 60 months during shut down in lieu of the battery service test.

2.0 SCOPE 2.1 This procedure will provide instructions for the disassembly and cleaning of the battery connection links, micro-ohm checks and the torquing requirements of battery connections, discharge test and voltage readings, and restoration of the battery bank.

2.2 This procedure contains monitoring requirements for assessing conformance with the Limiting Conditions for Operation (LCO) section 3.8.2.3.

2.3 This procedure satisfies the requirements of Technical Specification Surveillance 4.8.2;3.E.

2.4 This procedure may be used as a partial procedure in conjunction with an approved corrective action Work Document. When using this procedure in a partial performance, the sections and steps to be performed shall be listed below as designated by the Cognizant Supervisor.

3.0 DESCRIPTION

3.1 The 2D11 is a Class 1E, seismic qualified battery bank consisting of 58 cells assembled in heat and shock resistant, non-combustible jars.

The cells are the lead-acid type with lead calcium grid construction.

The bank is rated at 2064 amp-hours for an 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> discharge rate.

6.1.2 Immediately notify the Cognizant Supervisor and/or Shift Manager IF procedural tolerances are not met to ensure compliance with LCO and Tech Spec.

6.2 PRECAUTIONS 6.2.1 No smoking, open flames, open lights, or creating an arc can be permitted in the vicinity of the battery.

6.2.2 The battery area should be well ventilated.

6.2.3 The handles of all the tools used to tighten or torque the connectors should be insulated.

6.2.4 D12 battery bank must be operable prior to starting this test.

6.2.5 Fire dampers or fire doors shall not be breached and left unattended.

6.2.7 For the requirements of Minimum Safety Apparel for Battery Maintenance, use the Electrical Industrial Safety Rule Book.

6.2.8 During the performance of this procedure if any equipment/component is found to be non-functioning or out of specified tolerance, notify the Electrical Supervisor or Engineering for resolution and write a Condition report.

7.0 PREREQUISITES AND INITIAL CONDITIONS 7.1 Verify that the measuring and test equipment calibration dates are current.

7.2 Verify that battery banks 2D11, 2D12, and their charging /

systems are in operation prior to performing maintenance on the system.

7.3 Verify that the battery area exhaust fans are in operation /

in the rooms that affect 2D11.

7.4 Refer to Attachment 4 to determine proper safety equipment required.

7.5 Verify procedure 2403.024 has been performed within the last 7 days prior to performance of this procedure and attach a copy of that procedure.

7.6 Verify that battery 2D11 is on normal float charge and has been on an equalize charge for 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> within the last 3 to 7 days prior to performing this surveillance.

7.7 Verify that Unit 2 Operations Shift Manager is aware that during this test energizing the off-line inverter while the inservice battery charger is on equalize or the battery bank is disconnected from the bus, will blow fuses on the inservice inverters (This caution does not apply to 2Y25 or 2Y26 inverters) 7.8 Verify that the Unit 2 Operations Shift Manager has been notified that the work is ready to start and that his authorization has been given.

8.1.1 Removal of 2D11 from service:

A. Verify Charger 2D31 or alternate is powered /

up and supplying power for Bus 2D01.

B. Obtain assistance from Operations to aid with the removal of 2D11 from service.

C. Open the battery disconnect switch, 2D51 l WWARNING The 2D01 side of the fuse connections are energized. Avoid contact when lremoving the fuses.

8.1.2 Remove the 1800 amp fuses.

A DSG (Digital Specific Gravity Meter) may be used.

8.2.1 Measure the cell temperature of each individual cell as listed on Attachment 1.

NOTE IF the front sample tube is bent or broken, THEN the thermometer may be placed in the rear sample tube.

NOTE A second person shall observe, sign and verify after completion, that steps A through C have been completed for all cells listed on Attachment 1 and this value recorded.

NOTE Repeat steps 8.2.1.A through 8.2.1.C until all of the cells listed on Attachment 1 been measured.

A. Place the thermometer in the sample tube of the individual cell being measured. Thermometer should rest on the upper sample tube housing.

B. Leaving the thermometer in the cell being measured for 15 seconds will allow the reading to stabilize.

C. Record the temperature to the nearest 1/10 'F for each cell on Attachment 1.

SECOND PERSON VERIFIER A Second Person Verifier shall verify here and on Attachment 1 that temperature values were properly recorded in step 8.2.1.C for all cells.

8.3.9 Adjust and maintain current throughout the test to the calculated value + 1% of setpoint, + 1 Amp. (i.e., Displayed Value may vary from setpoint by + 1%, then an additional + 1 Amp.)

NOTE Extra data may be taken and attached for the following test. The discharge rate and the battery voltage should be monitored from start to stop.

NOTE The print out from the Albers unit may be attached to this procedure to accompany the following steps.
