PALISADES NUCLEAR PLANT - CORRECTION TO ADMINISTRATIVE CHANGE TO FACILITY OPERATING LICENSE PURSUANT TO COMMISSION ORDER EA-03-086 REGARDING REVISED DESIGN BASIS THREAT (DBT);
AND REVISIONS TO PHYSICAL SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGUARDS CONTINGENCY PLAN (TAC NO. MC2949)
Dear Mr. Malone:
By letter dated October 28, 2004, the Nuclear Regulatory Commission (NRC) issued an administrative change to Palisades Nuclear Plant (PNP) Facility Operating License (FOL)
(DPR-20) to incorporate the reference to the recently-revised physical security plan (PSP),
training and qualification (T&Q) plan, and safeguards contingency plan (SCP). The license page and the safety evaluation (SE) provided in the October 28, 2004, letter contained errors in that the license page and the SE did not reflect the actual supplemental submission dates of the PNP PSP, SCP, and T&Q Plan.
Upon review of the NRC staffs SE, your staff identified a number of editorial errors and inconsistencies between the SE and your revised security plans. The NRC staff has reviewed the inconsistencies and editorial errors identified by your staff and determined that corrections were needed to the SE to clarify the basis for the NRC staffs findings supporting approval of your revised security plans. None of the changes made to the SE affect the final conclusion reached by the NRC regarding the acceptability of your revised plans.
SAFEGUARDS INFORMATION NOTICE: The Enclosure contains Safeguards Information. Upon separation from the Enclosure, this letter is DECONTROLLED.
