- Peter, Thanks for providing me the status of the NRC actions taken in response to my above concern. I have no problem with any of my e-mails being placed in the public domain.
I have read the licensee's response you referenced, (No. ML043280420),
and noted that with Line #1 out of service, they did not specifically address the concern relating to the capacity and capability of Line #4 to provide the power required for a unit trip with LOCA at NMP1, together with a safe shutdown of JAF and NMP2; (or vice versa, a unit trip with a LOCA at JAF, together with a safe shutdown of NMP1 and NMP2). It is my interpretation of ML043280420, that in order to satisfy the requirements of GDC 5, the licensee appears to be relying on the multiple sources of power provided by both Line #1 and Line #4, rather than considering the worst case scenario with one line out of service.
It was also interesting to obtain an insight to the licensee's safety culture through their contention that "GDC 17 became effective after issuance of the construction permit for NMPI and, therefore, is not part of the current licensing basis for NMPl". Unfortunately, if there is an accident at the NMP/JAF complex, it is not going to recognize, or be bounded by, the unique licensing and design basis established in the 1960s!!
