SUBJECT: NOTIFICATION OF H. B. ROBINSON STEAM ELECTRIC PLANT UNIT 2
SUPPLEMENTAL INSPECTION - NRC INSPECTION REPORT 50-261/2004-

Dear Mr. Moyer:
In a telephone conversation between Mr. C. T. Baucom of your staff and me on December 10,
2004, we were informed that the Reactor Coolant System Leakage Performance Indicator (PI)
has crossed the Green/White threshold during the current quarter (4th quarter of calendar year
2004). The reason for this PI becoming White is packing leakage from valve RC-525,
pressurizer spray bypass valve, which exceeded the PI threshold during October 2004. As
such, Robinson will enter the Regulatory Response Column of the NRC Action Matrix in this
quarter.
Based on this transition, Mr. Baucom was informed that we planned to conduct a Supplemental
Inspection of Robinson the week of December 13, 2004. The inspection will be conducted by
Mr. Bob Hagar, the Senior Resident Inspector at Robinson, accompanied by Mr. David Jones,
the Robinson Resident Inspector. Mr. Baucom informed me that there were no scheduling
conflicts or personnel unavailabilties to be resolved in advance of this inspection. In
accordance with NRC Inspection Manual Chapter 0305, Operating Reactor Assessment
Program, the inspection will be conducted using NRC Inspection Procedure 95001, Inspection
For One Or Two White Inputs In A Strategic Performance Area.
